Tactics deployed by China’s NGOs when dealing with the government: A preliminary study

Abstract: In recent years, China’s NGOs have experienced a rapid growth and are turning into a self-governing social sector, independent of the state. The author is keen to find out how, in a society where the state predominates, NGOs try to employ every means in order to re-shape their relation with the state and turn this to their advantage for their future development. In this way they effectively attain their own goals and, ultimately, influence government decisions. By looking at three different aspects, namely, the legitimisation of the NGOs, the utilisation of state-controlled resources and the influence on government decisions, the article attempts to analyse their various strategies acting upon the government. The results have shown that there is already a vast realm of interaction between the state and the country’s NGOs.
